The premise
The models got good faster than the institutions did.
Capability is no longer the hard part. Judgement is.
Signal exists to put the people making those calls in one room.
No keynote theatre. No vendor pitches. Arguments, on the record.

14–16 May
Three days
1
Thursday — State of the frontier
Opening statements from six labs, delivered without slides. An hour each, half of it questions. The day ends with a published summary of where the room disagreed.
2
Friday — Hands on the build
Twelve parallel workshops in the Kraftwerk turbine hall. Bring a laptop and a problem. Every session ships something by 17:00 — working code, a draft policy, or a retracted assumption.
3
Saturday — What happens next
Commitments, not conclusions. Each track publishes what it will do before Signal 2027, then the whole thing moves to the roof until late.
